This anime is unlike the majority of anime under the genre "ecchi". It's a student council anime like no other. Shimoneta is full of crass language, crazy antics, lewdness, and all together indecency. Unlike other ecchi anime, I have to say it's not all boobs. Actually, I feel like there was less female nudity than male, and that is really rare in anime, so if you're going to watch this in hopes of fan service, think again.
Instead, consider this anime if you're looking to crazy antics, obscene circumstances, and ridiculous perversion. It's an ecchi anime without fan service! How is that even possible? You definitely have to watch for the perverted comedy!
What’s so appealing about this piece of work.
This isn't an anime that you'd want to watch for something deep and thought provoking, but it is a great anime for comedy. It doesn't need unnecessary cuss words; throw in different words for cock, a few naughty hand gestures, and a pair of panties on your face and you've got SOX.
Reminiscent of American comedies, this anime utilizes obscene language and lewd actions combined with an incredulous plot to construct a comedy that will keep you entertained. This anime is not predictable; it'll keep you on your toes right up till the end!

Tanukichi is the hero of this ecchi comedy. He grew up as the son of an erotic terrorist who taught him the joys of dirty jokes until his father was placed under arrest. Since then, Tankichi worked hard to become a decent citizen against all things indecent. Throughout the series, Tanukichi is the victim of all of the girls' harassment and jokes. Although he is more like a docile doe, Tanukichi still manages to be a thorough erotic terrorist regardless of his own personal qualms about the issue.
Honestly, he may seem like he's terrified of all things ecchi, but it's hard to hate him in this series. He makes a great contrast to all of the other characters who are so obsessed with dirty words, jokes, and sex. Tanukichi balances out the other characters really well and adds to all of the comedy since you can't help but enjoy his reactions to the events unfolding around him. There are just so many things that you cannot even imagine happening in this anime. Tanukichi has some serious balls for surviving it all.

Ayame is a heroine unlike any other. Masked with her own panties, Ayame fights against all things decent with her own brand of sexual provacation. She doesn't hesitate when it comes down to erotic terrorism, but that doesn't mean that Ayame doesn't think through her actions carefully.
Throughout the series, Ayame surprises me with her creativity when it comes to sharing her sexual education, but there are times when she amazes me by her own innocence. For someone constantly getting censored, you'd be surprised by what scares her in the series. Still, her perversion knows no bounds, and she is not the type to stop just because of public humiliation.
You will no doubt be astounded by everything she does. She is prepared to do anything to spread obscenities. Ayame is no role model, but she's a definite trend setter.

Ah, Shimoneta is very different from other ecchi anime. While I can have quite animated expressions when watching anime, I am so glad I never had to watch this anime in public because my gasps of horror, squeals of surprise, and cackling laughter would make me look like a lunatic. I won't go so far as to say this anime is the funniest I have seen or the best, but it is entertaining to say the least. There was no end to how surprising this anime could be. It breaks down so many different barriers.
Personally, I watched this anime censored, but I don't think I missed too much. I managed to watch one episode uncensored and frankly, I didn't need to see what I saw. There's a lot of sexual innuedo and not so subtle sexual jokes. Got an imagination? You won't need it. Shimoneta does not hesitate to hint at the obscene.
When it comes down to the plot, don't expect a masterpiece. I was hoping that it could be a mix of political struggle and public indecency, but at some point, the seriousness of this anime seemed to become lost. The antics became fewer and the shock value seemed to go down, which wasn't entirely a bad thing, but don't get too hasty; there is still plenty to be shocked about. I found many of the antics too funny. I liked the jokes in regards to yaoi, sex toys, and even porn.
There is a lot of creativity to this anime as well. Ever want to make lube? Yeah, you might learn how to here. Plus, the plot is completely different from what I'm used to when it comes to ecchi anime. No harem necessary here. It's new. It's different. It's pure chaos.
I feel like a lot of the characters were underutilized. The "lolita" Kosuri was an infuriating character who flip flopped constantly and was not ever really consistent when it came to where her loyalties lay or what she wanted, although she technically just wanted to be involved in erotic terrorism. Otome could have had a more interesting background story or even part in the series. She is listed as a main character, but frankly, she's a background character, but that's my opinion so correct me if you disagree.
Strangely enough, Ayame didn't have a background story at all, except there was mention about her father which really didn’t leave an impression. It's a shame considering her being the founder of SOX. It would be more interesting to learn more about her.
With the release of the last episode, I was curious how they would end this anime. It just didn't seem to be the ending that I wanted or pictured in my mind. It seemed too ordinary for this series. It just didn't feel very complete, though that can be quite common in anime. There could have been more done to this series to make it amazing, but it is pretty damn close to be more than just awesome.
1. Anna's Transformation
I really wanted to write about Anna under characters, but there's too much about her that would spoil the anime, so I have to add her transformation as a highlight to the anime! Anna starts off as a very pure yet uptight student council president, but she becomes a very terrifying stalker/sex offender. It's amazing what type of power a kiss can have, even if it's accidental! I would label Anna as a yandere because she is willing to do anything for her love---and it isn't pretty.
Anna adds a lot of shock value to the anime. There is no end to the surprises she can bring. Although the actual transformation terrified me at first, I found myself very interested in what was to come in the future episodes. Her one sided obsession over Tanukichi is no joke.
2. Gathered Fabric
Gathered Fabric is an opposing erotic terrorist group that is often lumped with SOX, but instead of spreading a love for eroticism, Gathered Fabric terrorizes society by stealing panties. The leader, White Peak, is a very bold man with a love of used panties and throughout the anime, White Peak is completely dressed in used, white panties.
Gathered creates plenty of conflict for SOX by stealing panties from students' lockers or even hijacking entire busses to demand that people hand over their panties. Rather than erotic terrorists, it's more or less a group of perverts with a very obsessive love for used panties. They have some pretty good noses, too.
Of course, you would not have Shimoneta without SOX. SOX is the terrorist group founded by Ayame to spread her love of dirty jokes and sexual knowledge. Even alone, Ayame has caused a lot of trouble for local authorities under the guise of Blue Snow by terrorizing train stations, but with Tanukichi, Otome, and Kosuri, they really make an impact on society.
From liberating porn, spreading a love of yaoi, and littering the streets with pictures of naked people, SOX has really worked hard to spread public indecency. Don't compare them to other groups, though, they are one of a kind. They have their own morals when it comes to lewdness. They are a proud group with a clear goal in mind!
In the end, I have to say that I really enjoyed Shimoneta to Iu Gainen ga Sonzai Shinai Taikutsu na Sekai. It's so different from what I'm used to in terms of ecchi anime. It brings a fairly refreshing plot without needing to resort to unrealistic fan service, moe characters, or harems to gain an audience.
There is no end to the crazy antics. I would like there to be more to the plot, but really, this is an anime to watch in your leisure time.
If you find you're begging for much more insanity once you've finished the anime, maybe pick up the manga!
